
MP Julie Minns Calls for Ban on Illegal E-Bikes and Conversion Kits
A proposed new law could see the sale of illegal e-bikes and conversion kits banned across the UK, as concerns grow over public safety and speeding electric bikes.
Carlisle MP Julie Minns has brought the proposal before the House of Commons, warning that illegal e-bikes capable of exceeding the UK’s legal speed limit of 15.5mph are becoming increasingly common. She said no area is immune from the issue, with parks, residential streets and city centres all affected.
“It is about stopping the sale of illegal e-bikes and the kits that turn ordinary, everyday pedal bikes into illegal monster bikes,” Minns told MPs.
Speaking on Tuesday, the Labour MP described speeding e-bikes as a growing “menace” that leaves people feeling unsafe in public spaces. She said the proposed legislation aims to “stop the problem at source” by preventing the sale and marketing of illegal e-bikes and conversion kits.
Cumbria Police have previously warned riders that illegally modified e-bikes and e-scooters could be seized, confiscated and destroyed. Last year, officers reiterated that vehicles failing to meet legal requirements would face enforcement action.
“Dangerously High Speeds”
Minns stressed that legal e-bikes remain “a force for good,” helping to reduce congestion, improve public health and provide cleaner transport options. However, she said illegal modifications were allowing some bikes to reach dangerously high speeds.
According to Minns, an e-bike recently seized and tested in her constituency was capable of reaching 37mph — more than double the legal limit.
“These are not minor issues,” she said. “These are illegal vehicles that can, and do, kill.”
The MP added that the problem extends far beyond Carlisle, affecting communities across the UK. Her comments follow reports from residents, including a Carlisle woman whose life was permanently changed after being hit by an e-bike in 2023.
If approved, Minns said the proposed law would be “targeted and proportionate,” protecting the use and enjoyment of legal e-bikes while shutting down the sale of illegal high-speed models and the conversion kits used to create them.
The government has been approached for comment.
